Once un-scouted, you can only be scouted again by a Moderator of the Portal you got unscouted from.
Usually, Moderators go through their list of unscouted users in regular intervals.
I am _not_ a Moderator, but from what I heard ''consistently high quality' is a factor. When you submit sketches, make sure to mark them as such in the project's interface.
Other than that my only advice would be: Practice and patience.

honestly, your stuff seems to be pretty good. I haven't gone through it all but skimming through it and examining individual pieces I find it intriguing, interesting. You have a nice style. It would be a shame if you're blacklisted from getting scouted.
